ಬೆಂಗಳೂರು: ರಾಜ್ಯದ ಹಿಂದುಳಿದ ತಾಲ್ಲೂಕುಗಳ ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಸರ್ಕಾರದ ಮುಂದಿರುವ ಶಿಫಾರಸುಗಳ ಜಾರಿಗೆ ನೇಮಿಸಿದ್ದ 'ಪ್ರೊ. ನಂಜುಂಡಪ್ಪ ವರದಿ ಅನುಷ್ಠಾನ ಸಮಿತಿ' ಈಗ ಅಕ್ಷರಶಃ ಅನಾಥವಾಗಿದೆ.
ಸರ್ಕಾರದಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಒಂದಿಲ್ಲೊಂದು ರೀತಿಯ ರಾಜಕೀಯ ಬೆಳವಣಿಗೆಗಳಿಂದ ಹತ್ತು ತಿಂಗಳಿಂದ ಅಧ್ಯಕ್ಷರಿಲ್ಲದೆ ಸಮಿತಿ ಅನಾಥವಾಗಿದೆ. ವಿಧಾನ ಪರಿಷತ್ತಿನ ಸದಸ್ಯ ಶಶೀಲ್‌ ನಮೋಶಿ ಅವರ ರಾಜೀನಾಮೆಯಿಂದ ಸೆಪ್ಟೆಂಬರ್‌ನಲ್ಲಿ ತೆರವಾದ ಸ್ಥಾನಕ್ಕೆ ಈವರೆಗೆ ಹೊಸ ಅಧ್ಯಕ್ಷರ ನೇಮಕವಾಗಿಲ್ಲ.
ಎಲ್ಲಾ ಪ್ರತಿನಿಧಿಗಳೂ ಈ ಹುದ್ದೆ 'ನನಗೆ ಬೇಡವೇ ಬೇಡ.' ಎಂದು ದೂರ ತಳ್ಳುತ್ತಿದ್ದಾರೆ. ಹಾಗಾಗಿ, ಮಹತ್ವಾಕಾಂಕ್ಷಿಯ ಸಮಿತಿಯನ್ನು ಈಗ ಕೇಳ್ಳೋರಿಲ್ಲ.
ಪ್ರಾದೇಶಿಕ ಅಸಮತೋಲನ ನಿವಾರಣೆಗೆ ಆರ್ಥಿಕ ತಜ್ಞ ಡಾ.ಡಿ.ಎಂ.ನಂಜುಂಡಪ್ಪ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ರಚಿಸಿದ್ದ ಉನ್ನತಾಧಿಕಾರ ಸಮಿತಿ ಸರ್ಕಾರಕ್ಕೆ ನೀಡಿದ್ದ ಶಿಫಾರಸುಗಳ ಜಾರಿಗೆ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ರೂಪಿಸಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವುದೇ ಅನುಷ್ಠಾನ ಸಮಿತಿಯ ಪ್ರಮುಖ ಜವಾಬ್ದಾರಿ.
ಜನಪ್ರತಿನಿಧಿಯೊಬ್ಬರು ಅಧ್ಯಕ್ಷರಾಗಿರುವ ಈ ಸಮಿತಿಗೆ ಆರು ಜನ ಆರ್ಥಿಕ ತಜ್ಞರ ನಾಮಕರಣ ಹಾಗೂ ಉಳಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿಗಳು ಸದಸ್ಯರಾಗಿರುತ್ತಾರೆ.
ಹಿಂದುಳಿದ ತಾಲ್ಲೂಕುಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಪ್ರತಿ ವರ್ಷ ಸರ್ಕಾರ ಬಿಡುಗಡೆ ಮಾಡುವ ಹಣವನ್ನು ಸಮಿತಿ ಮೂಲಕವೇ ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸಿ ಅನುಷ್ಠಾನಗೊಳಿಸಬೇಕು.
ಈ ಸಂಬಂಧ ತಿಂಗಳಿಗೆ ಎರಡು ಬಾರಿ ವಿಧಾನಸೌಧದಲ್ಲಿರುವ ಸಮಿತಿಯ ಪ್ರಧಾನ ಕಚೇರಿಯಲ್ಲಿ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆಗಳು ನಡೆಯುತ್ತವೆ. ಆದರೆ, ಸಮಿತಿಗೆ ಅಧ್ಯಕ್ಷರೇ ಇಲ್ಲದೇ ಇರುವುದರಿಂದ ಸಮಿತಿಯ ಸಭೆಗಳಿಗೆ ಬ್ರೇಕ್‌ ಬಿದ್ದಿದೆ.
ವಿಧಾನಸೌಧದ ಎರಡನೇ ಮಹಡಿಯಲ್ಲಿರುವ ಡಾ.ಡಿ.ಎಂ.ನಂಜುಂಡಪ್ಪ ವರದಿ ಅನುಷ್ಠಾನ ಸಮಿತಿ ಅಧ್ಯಕ್ಷರ ಕೊಠಡಿ ಹತ್ತು ತಿಂಗಳಿಂದ ಬಾಗಿಲು ತೆಗೆದಿಲ್ಲ.
ಅಧ್ಯಕ್ಷರ ಆಪ್ತ ಶಾಖೆಗೂ ಸಿಬ್ಬಂದಿ ನೇಮಿಸಿಲ್ಲ. ಕಾಲ ಕಾಲಕ್ಕೆ ನಡೆಯಬೇಕಾದ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆಗಳು ನಡೆದಿಲ್ಲ. ಯಾವ ಕಾಮಗಾರಿಗಳು ಯಾವ ಹಂತದಲ್ಲಿವೆ ಎಂಬುದು ಗೊತ್ತಿಲ್ಲ.
ಅಧ್ಯಕ್ಷರಾಗಲು ಪ್ರತಿನಿಧಿಗಳ ಹಿಂದೇಟು!?
'ನಂಜುಂಡಪ್ಪ ವರದಿ ಅನುಷ್ಠಾನ ಸಮಿತಿ'ಗೆ ಅಧ್ಯಕ್ಷರಾಗಲು ಸ್ವತಃ ಜನಪ್ರತಿನಿಧಿಗಳೇ ಹಿಂದೇಟು ಹಾಕುತ್ತಿದ್ದಾರೆ. 2008ರಲ್ಲಿ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದ ಸಮಿತಿಗೆ ವಿಧಾನ ಪರಿಷತ್‌ ಸದಸ್ಯ ಶಶೀಲ್‌ ನಮೋಶಿ ಅವರನ್ನು ಸರ್ಕಾರ ಅಧ್ಯಕ್ಷರನ್ನಾಗಿ ನೇಮಿಸಿತ್ತು. ಆದರೆ, ಶಾಸಕರಾಗಬೇಕೆಂಬ ಆಸೆಯಿಂದ ನಮೋಶಿ ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಿ ಗುಲ್ಬರ್ಗ ಉಪ ಚುನಾವಣೆಗೆ ಸ್ಪರ್ಧಿಸಿದ್ದರು.
ನಂತರ ಆ ಸ್ಥಾನಕ್ಕೆ ಶಾಸಕ ಸುನೀಲ್‌ ವಲ್ಯಾಪುರ ಅವರನ್ನು ನೇಮಿಸಿತು. ಆದರೆ, ಅವರೂ 'ನಾನು ಸಚಿವನಾಗಬೇಕು' ಎಂದು ಅಧಿಕಾರ ಸ್ವೀಕರಿಸದೇ ದೂರವೇ ಉಳಿದಿದ್ದಾರೆ. ಹಾಗಾಗಿ, ಸಮಿತಿ ನೆನೆಗುದಿಗೆ ಬಿದ್ದಿದೆ ಎನ್ನುತ್ತಾರೆ ಹೈದ್ರಾಬಾದ್‌ ಕರ್ನಾಟಕ ಪ್ರದೇಶದ ಹೋರಾಟಗಳ ಸಮನ್ವಯ ಸಮಿತಿ ಕಾರ್ಯದರ್ಶಿ ಲಕ್ಷ್ಮಣ ದಸ್ತಿ.
'ಸಮಾಧಾನ ಮಾಡೊದು ಬೇಡ'
'ಅಧ್ಯಕ್ಷರನ್ನಾಗಿ ನೇಮಿಸಿದರು, ಆದರೆ, ನಾನೇ ಅಧಿಕಾರವಹಿಸಿಕೊಂಡಿಲ್ಲ, ನನಗೊಬ್ಬನಿಗೇ ಬೇಡ. ಇತರ ಶಾಸಕರಿಗೂ ಅವಕಾಶ ಸಿಗಲಿ ಅಂತ ನಾನೇ ಬಿಟ್ಟಿದ್ದೇನೆ.
ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಬಾರದು ಎಂಬ ತೀರ್ಮಾನ ಮಾಡಿಬಿಟ್ಟಿದ್ದೇನೆ. ಅಷ್ಟಕ್ಕೂ ನನಗೆ ಸಮಿತಿ ಅಧ್ಯಕ್ಷ ಸ್ಥಾನ ಕೊಟ್ಟು ಸಮಾಧಾನ ಮಾಡೊದು ಬೇಡ. ಹುದ್ದೆ ಕೊಟ್ಟರೂ ಅಥವಾ ಕೊಡದಿದ್ದರೂ ನಾನು ಯಾವಾಗಲೂ ಬಿಜೆಪಿಯವನೇ. ನಾನು ಈಗ ಸಂತೋಷವಾಗಿದ್ದೇನೆ' ಎಂದು ಶಾಸಕ ಸುನೀಲ್‌ ವಲ್ಯಾಪುರ ಹೇಳುತ್ತಾರೆ.
ಅಧಿಕಾರಿಗಳ ಸಮಜಾಯಿಷಿ
ಪ್ರಾದೇಶಿಕ ಅಸಮತೋಲನ ನಿವಾರಣೆಗೆ 'ನಂಜುಂಡಪ್ಪ ವರದಿ ಅನುಷ್ಠಾನ ಸಮಿತಿ' ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದಿದ್ದು, ಸಮಿತಿಯ ಆಶಯದಂತೆ 114 ತಾಲ್ಲೂಕುಗಳನ್ನು ಅತ್ಯಂತ ಹಿಂದುಳಿದ, ಅತಿ ಹಿಂದುಳಿದ, ಹಿಂದುಳಿದ ಮತ್ತು ಸಾಪೇಕ್ಷವಾಗಿ ಮುಂದುವರಿದ ತಾಲ್ಲೂಕುಗಳು ಎಂದು ವಿಂಗಡಿಸಿ, ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸಲಾಗಿದೆ. ಅದರಂತೆ 2009-10ರಲ್ಲಿ 2,578 ಕೋಟಿ ರೂ.ಗಳ ಕ್ರಿಯಾ ಯೋಜನೆಯಲ್ಲಿ 2,033 ಕೋಟಿ ರೂ. ಬಿಡುಗಡೆಯಾಗಿತ್ತು.

ಇದರಲ್ಲಿ 1,919 ಕೋಟಿ ರೂ. ವಿವಿಧ ಯೋಜನೆಗಳಿಗೆ ಖರ್ಚು ಮಾಡಲಾಗಿದೆ. ಅಧ್ಯಕ್ಷರ ನೇಮಕದ ಬಗ್ಗೆ ತಮಗೆ ಮಾಹಿತಿ ಇಲ್ಲ ಎಂದು ಅಧಿಕಾರಿಗಳು ಸಮಜಾಯಿಷಿ ನೀಡುತ್ತಾರೆ.

ನಂಜುಂಡಪ್ಪ ವರದಿ : ೧೧೪ ತಾಲೂ-ಕು-ಗ-ಳಿಗೆ ೨೬೦೦ ಕೋ.ರೂ. ಬೆಂಗಳೂರು, ಮಾ. ೫ - ಡಾ।। ನಂಜುಂಡಪ್ಪ ವರದಿಯ ಆಧಾರದ ಮೇಲೆ ರಾಜ್ಯದ ೧೧೪ ಹಿಂದುಳಿದ ತಾಲ್ಲೂಕುಗಳ ಅಭಿವೃದಿಟಛಿಯನ್ನು ತ್ವರಿತಗೊಳಿಸಲು ಕಳೆದ ನಾಲ್ಕು ವರ್ಷ ಗಳಿಂದ ರಾಜ್ಯದ ಆಯವ್ಯಯದಲ್ಲಿ ವಿಶೇಷ ಅಭಿವೃದಿಟಛಿ ಯೋಜನೆಗಳನ್ನು ಸೇರಿಸಲಾಗುತ್ತಿದೆ. ಈ ಕಾರ್ಯಕ್ರಮಗಳ ಸಮ ರ್ಪಕ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ವಿಧಾನಪರಿ ಷತ್‌ ಸದಸ್ಯ ಶಶಿಲ್‌ ನಮೋಶಿ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಉನ್ನತ ಮಟ್ಟದ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗಿದೆ. ೨೦೧೦-೧೧ನೇ ಸಾಲಿನ ಈ ಹಿಂದುಳಿದ ಪ್ರದೇಶಗಳ ಅಭಿವೃದಿಟಛಿಗಾಗಿ ೨,೫೮೦ ಕೋಟಿ ರೂ. ಅನುದಾನದಿಂದ ವಿಶೇಷ ಅಭಿವೃದಿಟಛಿ ಯೋಜನೆಯನ್ನು ಕಾರ್ಯ ಗತಗೊಳಿಸಲಾಗುವುದು ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್‌. ಯಡಿ ಯೂರಪ್ಪ ಅವರು ಇಂದು ವಿಧಾನ ಮಂಡಲದಲ್ಲಿ ಮಾಡಿದ ಬಜೆಟ್‌ ಭಾಷಣದಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ. ಕಳೆದ ದಕ್ಷಿಣ ವಿಧಾನಸಭಾ ಮತಕ್ಷೇತ್ರದ ಉಪ ಚುನಾವಣೆಯಲ್ಲಿ ಬಿಜೆಪಿಯಿಂದ ಸ್ಪಧಿಧಿìಸಿದಾಗ ಲಾಭದಾಯಕ ಹುದ್ದೆಯಾಗಿರುವ ಡಾ| ನಂಜುಂಡಪ್ಪ ವರದಿ ಅನುಷ್ಠಾನ ಉನ್ನತಾಧಿಕಾರ ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷರಾಗಿ ಮುಂದುವರೆಯುವ ಕುರಿತಂತೆ ಪರ ಹಾಗೂ ವಿರೋಧ ಅಭಿಪ್ರಾಯಗಳು ವ್ಯಕ್ತವಾದವು. ಕೆಲವರು ಹುದ್ದೆಗೆ ರಾಜೀನಾಮೆ ಕೊಡುವ ಅಗತ್ಯವಿಲ್ಲ ಎಂದರು. ಇನ್ನೂ ಕೆಲವರು ರಾಜೀನಾಮೆ ಕೊಡಬೇಕಾಗುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದರು. ಈ ಕುರಿತು ತಾವು ಕಾನೂನು ತಜ್ಞರೊಂದಿಗೆ ಸಮಾಲೋಚನೆ ನಡೆಸಿದಾಗ ಲಾಭದಾಯಕ ಹುದ್ದೆಗೆ ರಾಜೀನಾಮೆ ಕೊಡಬೇಕಾಗುತ್ತದೆ ಎಂದು ಸಲಹೆ ನೀಡಿದರು. ಅದರ ಪ್ರಕಾರ ನಾನು ನಾಮಪತ್ರ ಸಲ್ಲಿಸುವಾಗ ಸ್ವಯಂಪ್ರೇರಣೆಯಿಂದ ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಿದ್ದಾಗಿ ಅವರು ತಿಳಿಸಿದರು.


ತಾವು ಡಾ| ಡಿ.ಎಂ. ನಂಜುಂಡಪ್ಪ ವರದಿ ಅನುಷ್ಠಾನ ಉನ್ನತಾಧಿಕಾರ ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ಕೊಡಬೇಕೆಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್‌. ಯಡಿಯೂರಪ್ಪ ಅವರಾಗಲಿ, ರಾಜ್ಯ ಬಿಜೆಪಿ ಅಧ್ಯಕ್ಷ ಕೆ.ಎಸ್‌. ಈಶ್ವರಪ್ಪ ಅವರಾಗಲಿ ತಮಗೆ ಹೇಳಿರಲಿಲ್ಲ ಎಂದು ಅವರು ತಿಳಿಸಿದರು. ಈಗಾಗಲೇ ತಾವು ಸಮಿತಿಯ ಅಧ್ಯಕ್ಷರಾಗಿ ಎರಡು ವರ್ಷಗಳವರೆಗೆ ಕಾರ್ಯ ನಿರ್ವಹಿಸಿದ್ದು, ಮುಖ್ಯಮಂತ್ರಿಗಳು ತಮ್ಮನ್ನು ಮುಂದುವರೆಸಿದಲ್ಲಿ ಉಳಿದ ಅವಧಿಯಲ್ಲಿ ಸಮಿತಿಯ ವರದಿಯ ಸಮರ್ಪಕ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನ ಮಾಡುವುದಾಗಿ ಅವರು ಭರವಸೆ ನೀಡಿದರು.

ಕನ್ನಡವನ್ನು ಉಳಿಸುವುದರೊಂಗೆ ಅಂತಜರ್ಾಲದಲ್ಲಿ ಜಾರಿಗೊಳಿಸುವುದೇ ಅಲ್ಲದೇ ವಿಶ್ವಭಾಷೆಯಾಗಿ ರೂಪಿಸುವುದರಲ್ಲಿ ಕುಮಾರ ಸ್ವಾಮಿಯವರು ಮಹತ್ತರ ಪಾತ್ರ ವಹಿಸುತ್ತಿದ್ದಾರೆ.

ಆಡಳಿತದಲ್ಲಿ ಕನ್ನಡಪರ ಹೋರಾಟವನ್ನು ನಿರಂತರವಾಗಿ ಮಾಡುತ್ತಿರುವ ಕುಮಾರಸ್ವಾಮಿ ಅವರು, ಕನರ್ಾಟಕದಲ್ಲಿ ಕನ್ನಡಕ್ಕೆ ಮೊದಲ ಪ್ರಾಶಸ್ತ್ಯ ಸಿಗಬೇಕು, ಕನ್ನಡಿಗರಿಗೇ ಕನರ್ಾಟಕದಲ್ಲಿ ಕೆಲಸ ಸಿಗಬೇಕು, ಕನ್ನಡ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಯಾಗಬೇಕು ಎಂದು ಸತತವಾಗಿ ಪ್ರಯತ್ನಿಸುತ್ತಲೇ ಇದ್ದಾರೆ.

ಡಾಕ್ಟರ್ ಸರೋಜಿನಿ ಮಹಿಷಿ ಅವರ ವರದಿಯನ್ನು ಕನರ್ಾಟಕ ಸಕರ್ಾರ ನುಷ್ಠಾನಕ್ಕೆ ತರಲು ಹಿಂದೇಟು ಹೊಡೆಯುತ್ತಿರುವುದರ ಬಗ್ಗೆ ತೀವ್ರ ಅಸಮಾಧಾನ ಕುಮಾರಸ್ವಾಮಿಯವರಲ್ಲಿ ಹೊಗೆಯಾಡುತ್ತಿದೆ.

Dr. Nanjundappa Report

Dr. Dogganal Mahadevappa Nanjundappa (D.M. Nanjundappa) High-Power Committee for Redressal of Regional Imbalances (HPCRRI) headed by the late D.M. Nanjundappa was submitted to the State Government in 2002, no serious effort had been made to implement the recommendations of the committee to find a permanent solution to the problem of inequality in development. Many taluks in north Karnataka had been deprived of their share in development. The State Government had not formulated the special plans for the development of the region over eight years by spending Rs. 31,000 crore. HPCRRI had recommended to the Government to spend this amount in 2002. HPCRRI after taking into consideration various parameters for determining the backwardness of the different parts of the State, had taken the taluk as the unit for determining backwardness. Of the Rs. 31,000 crore to be spent in backward districts, the HPCRRI had said Rs. 15,000 crore would come from the normal budgetary allocation and the remaining should be spent as additionality at the rate of Rs. 2000 crore a year. Apart from spending Rs. 500 crore additional amount for the backward regions as part of the increase in the plan size every year, the government has so far not formulated plans for spending Rs. 2000 crore every year to set right the imbalances in the development in the backward regions. Government has missed the spirit of the recommendations. Backwardness was considered synonymous with north Karnataka. Governament has not taken note of the needs of the backward taluks in South Karnataka. Governments have failed to implement suggestions of committee since 2002 No permanent solution has been found for inequality in development since 2002. The report had suggested that Rs. 31,000 crore be spent on developing taluks in 2002. The High Power Committee for Redressal of Regional Imbalances constituted under the chairmanship of the noted Economist and Planner Dr.D.M.Nanjundappa has identified Bidar district as one among the most backward and assigned 19th rank in the (then) 20 districts on the basis of a composite index.  Further, the Committee has also identified four taluks as the most backward out of the five taluks in the district To classify various taluks of the State into 3 Zones for the purpose of focused attention:- (i) Zone-1 :- 79 Taluks - most / more backward Taluks as categorized by Dr. D.M.Nanjundappa Committee Report. (ii) Zone-2 :- 85 Taluks - [ Taluks not covered in Zone 1 & 3]. (iii) Zone-3 :- 12 Taluks - of Bangalore Urban & Rural Districts [excluding Taluks of Kanakapura & Magadi] Mangalore and Mysore Taluks. (ii) On raw materials, inputs, component parts & consumables (excluding petroleum products) [wherever applicable] for a period of 5 years from the date of commencement of commercial production. Zone-3: Nil 8 Human Resource (i) Grant of up to 5 acres of Government land will be considered along with capital Developments contribution of 50% of the project cost subject to a ceiling of Rs.2 crores per Training Establishment for sector specific training. Zone 1, 2 & 3: (ii) Existing incentive scheme for SSI units going in for BIS product certification or ISO series certification is continued with enhanced financial allocation. (iii) Encouragement to Patents Registration : Subsidy at 50% of the cost of Patents registration, subject to a ceiling of Rs. 2 lakhs per unit. Funding will be provided for certain commercially viable research projects in collaboration with IITs, universities and other reputed institutions. An amount of Rs. 25 crores is earmarked for this purpose during the policy period. 10  Industrial Infrastru- A separate Infrastructure Upgradation Fund of Rs. 500 crores would be created for cture Development/ upgradation of infrastructure facilities in existing industrial areas / estates and also Common infrastru- for maintenance. This fund may also be utilized for new industrial areas. Separate cture / facilities in guidelines would be issued for utilizing this fund. ಈ-ಕವಿ ಸಂಸ್ಥೆ ಯು ಕನ್ನಡ ಭಾಷೆ ಮತ್ತು ಸಂಸ್ಕೃತಿಯ ವೈಭವವನ್ನು ಮರಳಿ ಹಿಂತರುವ ಮತ್ತು ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನದಂತಹ ಹೊಸ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಕನ್ನಡವನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಶ್ರಮಿಸುತ್ತಿದೆ. ಕನ್ನಡ ನಾಡು ನುಡಿಯ ಜನಜೀವನದ ಬಗ್ಗೆ ಚಿಂತನೆ ಕಾಳಜಿಹೊಂದಿರುವ ಈ ಸಂಘಟನೆ ೨೦೦೩ ಅಕ್ಟೋಬರ್ ೪ ರಂದು ಅಮೆರಿಕಾದಲ್ಲಿ ಜನ್ಮತಾಳಿತು. ೨೦೦೪ರ ಜನವರಿಯಲ್ಲಿ ಬೆಂಗಳೂರಿನಲ್ಲಿ ವಿದ್ಯುಕ್ತವಾಗಿ ಕಾರ್ಯಾರಂಭಿಸಿದ ಈಕವಿ ಕರ್ನಾಟಕದಾದ್ಯಂತ ಮತ್ತು ಪ್ರಪಂಚದಾದ್ಯಂತ ತನ್ನ ಚಟುವಟಿಕೆ ವಿಸ್ತರಿಸುತ್ತ ಮುಂದೆ ಸಾಗುತ್ತಿದೆ.




ಕನ್ನಡ ಸಾಹಿತ್ಯ ಮತ್ತು ಸಂಸ್ಕೃತಿಯ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಕೆಲಸ ಮಾಡುವುದು ಮತ್ತು ಈ ಕ್ಷೇತ್ರದಲ್ಲಿ ಅವಕಾಶಕ್ಕಾಗಿ ಕಾಯುತ್ತಿರುವ ಸಾವಿರಾರು ಪ್ರತಿಭಾನ್ವಿತ ಕನ್ನಡಿಗರನ್ನು ಗುರುತಿಸಿ ಮುಂದಕ್ಕೆ ತರುವುದು ಈ-ಕವಿ ಯ ಮೂಲ ಉದ್ದೇಶಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ. ಈ-ಕವಿ ಕನ್ನಡ ಗಣಕ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಯ ವಿಚಾರವನ್ನುಕೈಗೆತ್ತಿಕೊಂಡಿದ್ದು, ಅದು ಅತ್ಯಂತ ಉಪಯುಕ್ತ ಮತ್ತು ಫಲಕಾರಕ ರೀತಿಯಲ್ಲಿ ಹೊರಬರುವಂತೆ ಮಾಡಲು ಪ್ರಯತ್ನಿಸುತ್ತಿದೆ. ಈ-ಮೇಲ್, ಅಂತರ್ಜಾಲ ಇತ್ಯಾದಿ ಮಾಧ್ಯಮಗಳ ಮೂಲಕ ಜನಗಳಲ್ಲಿ ಕನ್ನಡ ಜಾಗೃತಿಯನ್ನು ಮೂಡಿಸಲು ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನವನ್ನು ಮಾಡುತ್ತಿದೆ.

ಹುಟ್ಟಿದ್ದು - ಮಂಡ್ಯ ಜಿಲ್ಲೆಯ ನಾಗಮಂಗಲ ತಾಲ್ಲೂಕಿನ ಬಿಂಡಿಗನವಿಲೆ ಗ್ರಾಮ. 

1998 ಅಕ್ಕ- AKKA ಸಂಸ್ಥೆಯನ್ನು ಅಮೆರಿಕಾದಲ್ಲಿ  ಸ್ಥಾಪಿಸಿದರವಲ್ಲಿ ಒಬ್ಬರು.
1998 ಅಕ್ಕ ಕೂಟದ ಸ್ಥಾಪಕ ಟ್ರಸ್ಟಿ ಮತ್ತು ಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ. 
೨೦೦೦ ರಿಂದ ೨೦೦೨ ರವರಿಗೆ. ಅಕ್ಕ ಕೂಟದ ಸಹ ಕಾರ್ಯದರ್ಶಿಯಾಗಿದ್ದರು.
೨೦೦೩ ನಲ್ಲಿ ಈಕವಿ ಸಂಸ್ಥೆಯನ್ನು ಅಮೆರಿಕಾದಲ್ಲಿ  ಸ್ಥಾಪಿಸಿದರು. 
೨೦೦೪ ರಲ್ಲಿ ಈಕವಿ ಸಂಸ್ಥೆಯನ್ನು ಕರ್ನಾಟಕ ದಲ್ಲಿ ಸ್ಥಾಪಿಸಿದರು.
